Jail population figures are carefully assembled and analyzed for growth and custody patterns; potential project sites are compared; current operating budgets and revenue sources are identified and incorporated into a viable master plan so the next phase of services can move forward under appropriate parameters.

As plans move forward in single-line diagram format, issues of size, distribution of beds, applicable codes and jail standards, simplicity of construction and staffing are carefully evaluated at each step.
